This year, the Howard Jarvis Taxpayers Foundation reimagined the annual Follow the Money report as a comprehensive deep-dive into areas of public spending that persistently lack accountability for outcomes.
We brought in economist and journalist Adam B. Summers to research and analyze public spending on homelessness, the tax increases it has required, and the overall rise in homelessness despite those public investments.
“Broken Promises: The Failure of Homelessness Spending in California” was released on April 15, 2026. The report is available here.
HJTF Chairman Jon Coupal said the Follow the Money report is a valuable addition to the public debate. “Taxpayers can see the overall picture of how their tax dollars have been spent on homelessness,” he said, “and the outcomes of that spending.”
The Howard Jarvis Taxpayers Foundation works to educate the public about government mismanagement of their tax dollars and, where appropriate, to seek accountability in the courts.
