The Howard Jarvis Taxpayers Association has long been guided by an outstanding Board of Directors, accomplished and caring individuals who understood the challenges of fighting the battle to protect taxpayers and who were equal to the task. We have been so privileged to have their leadership.
Sadly, our dear friend and board member Gloria Phillips passed away last year. Gloria joined the board in 2010 and was a steady and insightful advisor. We miss her terribly and will always be grateful that she gave her time so generously to help HJTA and the taxpayers of California.

We are beyond fortunate to welcome a new member,
Charles H. Bell, Jr., to the HJTA Board of Directors.
Chuck, as we have known him for years, was the founding member of Bell, McAndrews & Hiltachk, LLP. He is now retired after practicing political and election law since 1980. He was the founding Chairman of the California Political Attorneys Association, a member of the American Bar Association’s Standing Committee on Election Law, and currently serves on the ABA President’s Advisory Committee to its Task Force for Democracy.
Chuck has served as general counsel to the California Republican Party and provided legal advice and representation to three former California governors and two presidential candidates, as well as numerous candidates for Congress and state offices.
He is a graduate of Stanford University and Stanford Law School.
We’re honored that Chuck Bell has agreed to serve on the HJTA Board of Directors, and we’re grateful to have his help to continue the proud legacy of the Howard Jarvis Taxpayers Association.
