The Canadian province of Ontario plans to join California and Quebec in imposing a cap and trade system, however this new program may simply be a means of raising taxes with no actual benefit to the environment, writes Jeff Rubin in The Globe and Mail. While cap and trade programs implemented elsewhere have failed to meaningfully help the environment, they do give politicians an excuse to raise taxes under the pretext of fighting climate change.
