OPINION: Unions tilting the balance

In most states the contracting of government services is considered an issue of maximizing efficiency and not one of partisan politics, but in California powerful government employee unions have made the issue especially partisan and contentious, writes Adam B. Summers in the Orange County Register.  Assembly and Senate Democrats have earned scores of 95 and 94 respectively from the California Labor Federation, illustrating the high degree of power held by government employee unions.
