OPINION: Susan Shelley: Ratepayers lose in game of DWP monopoly, investors and unions win

A recent study has revealed the Los Angeles Department of Water and Power spends more on payroll than 75 percent of comparable utilities and also spends more on other areas of compensation, writes Susan Shelley in the Los Angeles Daily News.  The utility, which plans rate increases on its customers, has borrowed over $23 billion over the last 30 years and transfers hundreds of millions in revenue to the Los Angeles general fund.
