OPINION: Sneakiness abounded on last, hectic night of California Legislature’s session

California’s legislators have been in session for 21 months but that doesn’t mean they are strangers to working until the last minute. Lobbyists and lawmakers were stuffed in the Capitol building revising new bills or creating entirely new ones to try and pass through before the session ended. Some of these bills are referred to as “mushroom bills”, because they are revealed just before it is time to vote on them.
