OPINION: Cities, counties and schools feel sharply increasing pension costs

Skyrocketing pension costs related to expanded benefit packages are now resulting in municipal bankruptcies and tax increases, writes Dan Walters in the Fresno Bee. After state employees received new retirement benefits in 1999, many local governments followed suit. However, now officials are realizing these benefits were based on unrealistic projected pension fund returns that never materialized.
