Usually, the term “Deep State” is used to refer to the bureaucratic establishment at the federal level of government. However, according to UnionWatch, California has a deep state, and it is populated by public sector unions. California’s public sector unions are only concerned with one thing, growing the size of the government and increasing the contract payouts.
