NEWS: Why are gas prices in California so high? Blame it on taxes and refinery issues

As oil prices have plunged, people in other parts of the country are enjoying gas prices under $2 a gallon, but prices in California have remained high due to taxes, a unique fuel blend and refinery issues, reports the Orange County Register.  When California switches to “summer blend” gas in April, motorists can expect prices to rise an additional ten cents a gallon.
