NEWS: California panel changes donor rule as Democrat faces recall

California’s elections commission has agreed to a request from Senate Democrats to lift restrictions on campaign money transfers to candidates facing a recall, reports the News Tribune. The decision comes as Senator Josh Newman, an Orange County Democrat, faces a recall for his vote in favor of the recent car and gas tax increase. The lone commissioner dissenting in the 3-1 decision questioned the timing of the rule change.
