The California Legislature is pondering instituting a single-payer health care system but early estimates place the cost of the program at $400 billion a year. State and federal funding can only supply $225 billion with the need to find more funds. The Press-Enterprise reports that a proposal has come forth suggesting a 2.3% increase in both sales tax and gross receipts tax.
