EDITORIAL: Why won’t California track where $13 billion went?

As a result of a funding formula approved in 2013, school districts with high numbers of English language learners have received extra funding, but the state has failed to effectively monitory how these funds were spent, writes the San Diego Union Tribune.  The State Board of Education’s failure to answer questions about how $13 billion was spent has raised questions about whether these taxpayer dollars are actually being used effectively.
