California has the second highest gas tax in the nation at 52.22 cents per gallon, second only to Pennsylvania. With the state now expected to raise an additional $6 billion per year in gas taxes and vehicle fees, it is worth taking a look at how the state has managed gas tax money in the past. Merrill Matthews reports that in 2016, the state of California diverted nearly $2.3 billion from road and highway building and repair to mass transit and general purposes.
