Gas prices could rise as much as 70 cents a gallon in January when new cap and trade regulations by the California Air Resources Board take effect, writes Dan Walters in the San Diego Union Tribune. While backers of the regulations hope the recent drop in gas prices keeps consumers from noticing when the regulations take effect, opponents say the price increase is a hidden tax which should have been voted on by the Legislature.
