California’s bullet train set many requirements and regulations for project oversight and funds, but the High Speed Rail Authority has found ways to circumvent these protections. The OC Register reports that the Rail Authority recently admitted that the first segment of the tracks were 27% over budget and that federal officials estimate the whole project will end up 50% over budget.
