Sacramento politicians are using a questionable last minute “gut and amend” maneuver to push billions in new taxes on California property owners, writes Susan Shelley in the Los Angeles Daily News. The legislation in question was originally about tires before being stripped of its language and transformed into an unnecessary multi-billion dollar plan to clean stormwater to drinking water standards.
