Governor Brown has signed legislation to implement a mileage tax pilot program in order to test the concept for possible adoption statewide, reports Overdrive Magazine. Mileage tax proponents say more money is needed to fund roads because increased fuel efficiency and declines in the number of miles people drive has reduced the amount of gas tax revenue available.
