Legislation introduced in Congress by Rep. Mick Mulvaney, R-S.C., and Sen. David Vitter, R-La would overturn a 2009 Executive Order by President Obama encouraging the use of project labor agreements, reports the National Legal and Policy Center. Project labor agreements, or PLA’s, effectively restrict non-union construction firms from bidding on government projects and are criticized by opponents for driving up costs and unfairly favoring union firms.
