While many Democratic legislators express interest in new tax increases to increase funding for social programs, Governor Jerry Brown has urged moderation and resisted most of the tax proposals, reports the San Jose Mercury News. If taxes cannot be raised through the legislative process, they may instead be submitted to voters as ballot initiatives with tax increases on oil, tobacco, business property, income and sales all potentially on the agenda in 2016.
