Chicago Mayor Rahm Emanuel will urge multiple tax increases to raise funds for persistent budget shortfalls and pension obligations, reports the Chicago Tribune. Emanuel’s plans include new taxes on property, taxis, ride-sharing, e-cigarettes and smokeless tobacco. Proposed property tax increases are estimated to total between $450 million and $550 million.
