Although California often ranks last in national studies on business climate and tax friendliness, a recent study by the Mercatus Center placed California 44th in a measure of fiscal health, reported the Orange County Register. The poor ranking resulted from factors including the state’s debt, level of spending, solvency and unfunded pension obligations.
