Overtime pay for California state employees leaped to $1.13 billion in 2014, up from $947 million the previous year, reports KCRA Sacramento. Much of the overtime pay was related to psychiatric and medical personnel in state prisons. Officials say such personnel are difficult to recruit and retain, contributing to the need for additional overtime.
