ARTICLE: When is a Tax Not a Tax?

California is one of only three states in the nation that requires a two-thirds majority vote to raise taxes. With the current budget crisis however, there have been attempts to bypass this process by reclassifying some taxes as "user fees." These actions to sneak in taxes, while avoiding voter approval are in blatant contempt for laws like Proposition 13.
